The County Engineers Association of Maryland (“CEAM,” “we,” “our,” or “us”) is committed to protecting the security of payment card information and maintaining compliance with applicable Payment Card Industry Data Security Standards (“PCI DSS”).

By making a payment through CEAM’s website, registration platform, or other electronic payment system, you agree to the following terms.

1. Secure Payment Processing

CEAM utilizes third-party payment processors that are responsible for securely processing credit card and electronic payment transactions. These service providers are expected to maintain compliance with applicable PCI DSS requirements. CEAM does not store full payment card numbers, card verification values (CVV/CVC), or magnetic stripe data on its systems.

2. User Responsibilities

By submitting payment information, you represent and warrant that:

  • You are authorized to use the payment method provided.
  • The payment information submitted is accurate and complete.
  • You will not knowingly submit false, fraudulent, or unauthorized payment information.

  • You will comply with all applicable laws and regulations governing electronic payments.

3. Protection of Payment Information

Users should take reasonable precautions to protect their personal and financial information, including:

  • Using secure internet connections when submitting payment information.
  • Maintaining the confidentiality of account credentials.

  • Promptly notifying CEAM of any suspected unauthorized use of an account associated with CEAM services.

4. Third-Party Payment Providers

Payment transactions may be processed through third-party vendors. By making a payment, you acknowledge that:

  • CEAM does not control the security practices of third-party financial institutions or
    payment networks.
  • Additional terms and privacy policies of the payment processor may apply.

  • Payment processing services are subject to the operational availability of the thirdparty provider.

5. Data Security

CEAM implements reasonable administrative, technical, and physical safeguards designed to protect payment-related information within its control. However, no method of electronic transmission or storage can be guaranteed to be completely secure.

6. Reporting Security Concerns

If you believe payment information has been compromised in connection with a CEAM transaction, you should immediately notify CEAM using the contact information provided on the Association’s website and contact your card issuer or financial institution.

7. Limitation of Liability

To the fullest extent permitted by law, CEAM shall not be liable for losses resulting from:

  • Unauthorized access caused by circumstances beyond CEAM’s reasonable
    control;
  • Actions or omissions of third-party payment processors;
  • Interruptions or failures of payment processing systems;
  • User negligence in safeguarding account credentials or payment information.

  • Nothing in this section limits liability where such limitation is prohibited by applicable law.

8. Compliance Monitoring

CEAM reserves the right to modify payment processing procedures, security controls, and related practices as necessary to maintain compliance with PCI DSS requirements and other applicable legal or regulatory obligations.

9. Changes to These Terms

CEAM may update these PCI Compliance Terms of Use from time to time. Updated versions will be posted on the CEAM website and will become effective upon posting unless otherwise stated.

By submitting a payment to CEAM, you acknowledge that you have read, understood, and agree to these PCI Compliance Terms of Use.
